HEY! my ign is S_dark and i have been to a lot of whitelisted servers lately and almost all of them sucked but this one looks promising so i am hoping i can join it but is it allowed to use the item cmd or the /give cmd??

As for your question, no, this is a "legit" server, give and item commands only work for admins. No hack mods are allowed as well, specifically flyhack, speedhack, x-ray, or anything that helps you grief or cause problems.
