I would like to make a request to have an English ONLY rule for voice and text chat for the OC Server...

Players from places such as China, Korea, and Russia have names in un-readable characters, they do not understand English and the are constantly causing issues.... We ask them to stop abusing, minging, and trolling but they don't understand us so they keep on doing it. Speaking in other languages other than common English is disrespectful to any player that does not understand the the spoken language.

Attached is a picture of one of the many instances of one of these players causing an issue on the server, who does not understand English, so they do not understand our request for them to stop.

This rule will make admins able to remove any player using non-English characters thus stopping this chaos.

The short answer, No.

Long answer, It would be inappropriate to do such a thing as remove people for speaking another language. It is not disrespectful to speak another language and we will not ban someone for growing up somewhere besides in the US.

If they came into your house and spoke something other then English maybe then it would be disrespectful but not on the internet. If you can not tolerate anyone who does not speak English then I suggest you never leave this country or go to California, New Mexico, Maine, North Dakota, Texas, or pretty much outside your home.

You seem to be missing the point. Its nothing against them being different than English...

Its the fact that they are disruptive to the server... Perhaps if you played the server regularly you would understand...

Its that they dont understand English, thus they cant read and understand the rules of the server....

No, on the English only rule.

If they are breaking the servers rules, then that's another matter, they can still be banned for that, but they can't be banned or not allowed on the server for just being a non-English player.
